India's warehousing and industrial parks have started to show rapid growth as an area of the logistics and infrastructure ecosystem, supported by expansion of the manufacturing base, modernisation of the supply chain and increased consumption in India. India's total (industrial/warehousing) warehouse and manufacturing stock across the eight largest markets totals ~549 million square feet at the end of 2025, with an even larger national total estimated at ~610 million sq. feet. The momentum behind growth in this sector is primarily driven by demand for e-commerce/3PL, manufactured goods and organised retail, and it is quickly becoming a vital part of the Indian real estate and infrastructure landscape.

Geographic Concentration and Market Hubs

There are now major warehousing hubs in many parts of India, including Maharashtra, Gujarat, Tamil Nadu, Karnataka, Telangana, Uttar Pradesh, Haryana and Delhi-NCR. Together, these regions represent a large portion of the logistics and industrial activity taking place in the Country. The close proximity of these regions to ports, airports, dedicated freight corridors and major consumption centres gives them a natural competitive advantage for their logistics-intensive operations.

Maharashtra continues to lead the way in terms of integrated logistics and industrial parks with the development of the Mumbai-Pune corridor producing a significant amount of activity. Gujarat continues to develop its industrial corridor infrastructure while Tamil Nadu is strengthening its electronics and automotive manufacturing clusters. Uttar Pradesh has seen a rapid growth around the Delhi-Mumbai Industrial Corridor and the dedicated freight corridor developed areas. In addition, Telangana and Karnataka are drawing investments into their electronics, pharmaceuticals, aerospace and advanced manufacturing parks.

Tender Pipeline: Scale and Scope

In the last two years, the expansion of total project and tender activity has increased vastly in warehouse facilities and infrastructure, logistics parks, industrial estates, cold-chain warehouses, multimodal hubs, and similar areas. In the timeframe between January 2024 and May 2026, an estimated 2500-3000 open tenders have come from central/state government agencies, public sector companies, industrial development companies, and private developers in support of warehousing, logistics infrastructure, industrial parks, storage and ancillary utility infrastructures.

The respective budgets for these types of projects are expected to exceed ₹75000 Crores cumulatively within Maharashtra, Gujarat, Uttar Pradesh, Tamil Nadu, Andhra Pradesh, Karnataka, Telangana and Odisha, and within such budgeted projects will be comprised of the following elements:

  • Warehouse construction and Grade A (Modern) Warehouses
  •  Logistics Parks and Multimodal Hubs
  • Industrial Sheds and Manufacturing Facilities
  • Internal Roads and Access Roads
  • Power Infrastructure, including Sub Stations
  • Water Supply and Drainage Systems
  • Cold Storage and Cold Chain Infrastructure and
  • Automation and Integration with Technology.

Contract Structures and Bidding Dynamics

There are several types of opportunities available, such as procurement portals, state tender systems and commercial aggregator websites. The type of contract you will be issued will most often be an EPC contract (with some contractual exceptions) in most cases or packages that would include both civil works and utilities packaged together, or PPP-type contracts for your park development or turnkey park development.

There is a large spectrum of contract value sizes from small civil packages (w/ value in single-digit crores) to large integrated park contracts (w/ value of hundreds of crores), with lead times for award typically between 3-6 months and execution windows of 12-36 months.

It is common for the package to be developed and issued in multiple stages for internal roads, utilities, warehouses, and supporting infrastructure.

A generalised list of contract attributes would typically include:

  • Liquidated damages for late completion;
  • Performance security (generally 5-10% of contract value);
  • Climatisation for material price changes;
  • Force majeure for unanticipated causes; and
  • Compliance with environmental, labour, and safety standards

BHAVYA: The Game-Changing Industrial Parks Scheme

The approval of the Bharat Audyogik Vikas Yojana (BHAVYA), a ₹33,660 crore initiative to develop 100 plug-and-play industrial parks across India, was a significant boost for the policy in March 2026 from the Union Cabinet. This initiative is intended to create a strong industrial infrastructure, increase the ease of doing business, and speed up manufacturing growth in key sectors such as electronics, automotive, pharmaceuticals, textiles, renewable energy equipment manufacturing, etc. The parks are being planned in multiple states and will create a large number of procurement opportunities worth thousands of crores in the following areas:

  • Roads and access infrastructure
  • Power substation and electrical distribution
  • Water supply/ bore wells
  • Drainage/stormwater management
  • ETP's (effluent treatment plants) and common environmental services
  • Utility corridors/ piping systems
  • Warehouses/common infrastructure
  • Security systems and fencing Perimeter

The schemes are expected to be one of the largest industrial infrastructure programs in India over the next ten years, and will include the development of parks over large land areas in the future.

PM Gati Shakti and Multimodal Logistics Parks

There has never been faster growth in the logistics park segment due to the PM Gati Shakti Infrastructure development initiative. With government-funded multi-modal logistics parks and private sector developments, logistics parks are creating new opportunities in cargo handling, container storage, warehousing, transportation infrastructure, and digital logistics. It is estimated that projects worth more than ~/.30,000 crores are currently being implemented or are in the planning stages in the major logistics corridor.

There are currently several large logistics parks being built in the states of Maharashtra, Uttar Pradesh, Gujarat, Tamil Nadu, Punjab, Assam and Karnataka to improve the connectivity of manufacturing centres to ports, airports and consumption hubs. The above developments will result in an ongoing supply of tenders for cargo handling equipment, warehousing facilities, rail siding, road infrastructure and digital logistics platforms.

Technology and Sustainability Reshaping the Sector

There is a growing trend toward using technology and sustainability within the newly being constructed warehouses. New developments are increasingly constructed with many types of the following:

  • Warehouse automation and robotics systems
  • Smart inventory management solutions
  • IoT-enabled monitoring and tracking systems
  • Rooftop solar systems and renewable energy integration
  • Energy efficiency lighting and HVAC systems
  • Rainwater capture and water reuse systems on-site
  • Green building features (IGBC/LEED quality certification)

Industry experts predict that approximately 20-25% of the newly approved Grade ‘A’ warehouse builds in 2025-26 will feature advanced forms of both automation technology and sustainable construction elements. This trend is expected to provide more tender opportunities for technology companies, system integrators, renewable energy companies, and smart infrastructure specialists.

The majority of procurement documents will express a requirement for vendors to meet certain environmental standards (ETP/effluent treatment), workplace policies/norms and safety regulations. Additionally, many projects will use standardised procurement clauses, digital submission requirements and explicit local content/MSME participation for projects executed through central schemes such as “BHAVYA”, “PM Gati Shakti”, and with financing provided by multi-lateral funding agencies.

Financial and Technical Eligibility Requirements

Bidders should anticipate specific criteria for both financial and technical eligibility, such as;

  • A minimum turnover requirement (generally between 10 crore to 50 crore for average-sized projects)
  • Project experience regarding related infrastructure projects
  • Performance and bank guarantees
  • Qualification/certification of technical team members
  • Complying with ISO and other industry standards/best practices

In many tenders, sustainability scores are included to favour bidders with expertise in green-building practices and/or renewable energy integration capabilities.

Future Outlook: ₹1.5 Lakh Crore Investment by 2030

Looking forward, the future looks incredibly positive. India will invest more than ₹1.5 lakh crore (approximately $15 billion) by 2030 on warehousing and industrial infrastructure. India’s warehouses will build up to over 800 million square feet of inventory over the next several years as we develop our manufacturing, export, and logistics infrastructure.

For contractors, EPC firms, suppliers, consultants, and tech vendors, commercial development opportunities in warehousing and industrial parks have become a permanent part of the tender process, rather than a short-term commercial real estate trend. Government support (through BHAVYA and PM Gati Shakti), demand from manufacturers, and private sector investment, combined with enormous infrastructure development, make warehousing an extraordinarily attractive space within the procurement and project environment of India.
